Starbucks reversed its open-door policy in the US , but many coffee shops are limiting who can use their loos.

Many places have a "no loo for non-customers" rule, locking out anyone without a receipt and a keycode.

Some even say no to people with medical conditions, even if they're not customers.

Local Government Association says it is trying to tackle the problem through partnerships with local business.

It is calling for longer-term funding pledges from central government that would allow authorities to "plan the transformation, rather than the closure, of facilities" Councils are aware that gaps in provision have opened despite these efforts.
