A government report written more than a decade ago warned of landslide risks above Howe Sound .
The report was prepared by a senior geological engineer as part of an investigation into the construction of a small private reservoir on Battani Creek .
On Dec. 14 last year , the slope just below the reservoir gave way, cascading downslope about 750 metres .
The debris flow, which contained rocks, trees, mud and other material, swept away a house, killing two people.
The report noted that many debris flows had taken place in the last several decades in the Lions Bay Area , killing 12 people and destroying 12 bridges, houses and culverts.
The steep watershed above three houses, which were located at the edges of the gullied Battani Creek , had a “high debris flow initiation potential” It stated the three houses were at potential risk if a debris flow occurred.
