Lawmakers in Maryland House of Delegates move legislation that strips all school funding cuts from a bill pushed by Gov. Wes Moore .

The bill is far from final passage, but the House ’s proposal marks the first counteroffer from lawmakers.

Moore had proposed that the state freeze investments in community schools and delay a requirement to provide more collaborative time to teachers so that they can spend up to 40 percent of the day on planning.

School superintendents have said Moore ’s proposed changes would further strain their already-tight budgets.

Since the law was implemented, Maryland students have improved their ranking on the National Assessment of Educational Progress .

The bill still faces a vote in the House Ways and Means committee Monday .
