Prosecutors say pretrial discovery rules are undermining justice

Three years ago , during budget negotiations, Hochul ’s office drafted a 10 -point criminal justice plan that proposed three changes to “improve the discovery statute” District attorneys in the statewide association had previously given bipartisan support to the pretrial discovery changes.

The changes were made, in part, so defendants held in custody would not remain incarcerated while their cases languished.
