Report: Many safety shortfalls led to Lapland hostel's deadly blaze

The Finnish Safety Investigation Authority said the fire was caused by smouldering campfire ashes.
The ash box had been placed in an ash box in a side storage area of the building.
The hostel's guests had been outside trying to catch a glimpse of the northern lights before turning in for the night .
