About two dozen people were injured when a black Audi SUV rammed into a crowd at a Filipino heritage festival in Vancouver .
Those killed were between the ages of 5 and 65 , officials said.
Philippine President Ferdinand Marcos Jr. issues a statement expressing sympathy with victims and their families.
"It was like something straight out of a horror movie or a nightmare," a witness says.
"I don't think there is a British Columbian that hasn't been touched in some way by the Filipino community," the mayor says.
Vancouver had more than 38,600 residents of Filipino heritage, representing 5.9% of the city's total population.
