Germany vows to step up militarily but rhetoric may struggle to match reality

Olaf Scholz announced a Zeitenwende , or historical turning point’ two years ago .
The then German chancellor promised a security transformation by increasing defence spending, sending more aid to Ukraine , taking a tougher approach to authoritarian states.
But two years later , the German Council on Foreign Relations said it had yet “to deliver meaningful change”.
The Bundeswehr currently has eight brigades and is building up the ninth in Lithuania to be ready from 2027 .
Overall, it has approximately 182,000 soldiers serving in the force, plus 60,000 available reservists.
By 2031 , the number of active soldiers is to grow to 203,000 .
